Child protection in the focus of a new guideline

Often not an easy decision for doctors: what are valid indications that the child’s welfare is impaired? The new child protection guideline has developed practical guidelines for dealing with sensitive diagnoses.

BERLIN. The child’s well-being and its damage have many facets: They range from a lack of love and attention to poor nutrition and sexual abuse. The "Child Protection Guideline" published on Monday tries to integrate as many aspects of the child’s best interests as possible – from the doctor’s office to youth welfare. The aim is to react early to any abnormalities.

82 medical societies, youth welfare and educational organizations and government institutions were involved in the creation.

There are five new points to the AWMF-S-3 (+) guidelines that have been compiled over the past four years.

The aspects of the child protection guideline

  1. Child abuse, abuse and / or neglect are defined as a diagnosis. There are the following aspects: Solitary or combined occurrence of »physical abuse,» emotional abuse, »physical neglect,» emotional neglect or »sexual abuse of children aged 0 to 18 years. According to the guideline, the diagnosis initially relates to the child. It should be understood as an indication of a hazard, it is said. Multiprofessional procedures in healthcare are described as well as compliance with the four-eyes principle. The professional confidentiality of doctors and the ethical and legal framework in which doctors operate when it comes to identifying threats to the well-being of children are also discussed in detail.

The guideline that on the Round table "Sexual Abuse" a year 2011 declining was put together by the University Clinic Bonn. The German Society for Pediatric and Adolescent Medicine and other pediatric specialist societies played a leading role.

"We have to recognize faster and help faster when children are in need," commented Health Minister Jens Spahn. The first signs of abuse, abuse and neglect were often noticed in medical practices.

For the authors, the multiprofessional approach and the involvement of those affected was the leitmotif of the work: "It was important for us to involve children and young people in this process in addition to youth welfare and education," said project manager Jürgen Freiberg from the University Hospital Bonn.

Pedophilia and child abuse are ongoing issues. Doctors can refer people who suffer from their tendencies to colleagues in clinics in Berlin, Düsseldorf, Gießen, Kiel, Mainz, Hamburg, Hanover, Leipzig, Regensburg, Stralsund and Ulm. They are part of the prevention network "Do not become a perpetrator" and offer free help.
